The likes of Obama and Winfrey absolutely disproves "systemic racism"--otherwise, a black man wouldn't have had two terms in the White House, and a black woman wouldn't have been allowed to become one of the biggest influencers on the planet.
As for George W. Bush, you're confusing systemic racism with elite upper class privilege. He has never been representative of at least 99% the American population, including white people. Every country and/or society has its 1%, even those where non-white people form the dominant culture.
If you're looking at the world through racism-colored glasses, then it stands to reason you're going to see racism where it doesn't actually exist.
